What 'Reiatsu' wrote may work. Before you try that you could try:

Run Antivirus scan and malware scan.

Then download ccleaner (ccleaner.com). Run the “Registry” scan and fix all the issues it throws up, but run this a few times until you either have no errors or just the same 2 or 3 are showing up.

This doesn't always work but its 50/50…I've seen this problem a few time in work and this has solved it before.

(If the PC runs OK apart from not being able to shutdown i.e. run the shutdown program (???))

You can try just reinstalling the windows files by:

Click Start and Run and then type “cmd” and hit enter (brings up command editor window with dos prompt)

Type: “FIXMBR” at the prompt and hit enter, let that run and see if that works with a restart and then try to shutdown as normal

If that fails go back to the CMD command prompt again and type: “FIXBOOT C:” hit enter and let that run.

Both the above reinstall ONLY certain windows boot/shutdown files so you might get away without having to reformat etc

I understand whats going on, its most likely that there’s something wrong with the processor, so I recommend that you bring it the a personal company to have them take a look at it. I always bring my personal to Geek Squad at BestBuy, they're great. Hope I helped!

You might need to back up your files & reformat. Either send files to yourself via email, or burn disks, or use an external hard drive if you’ve one. A virus might well have removed a file command necessary to shut down.
